APR certified fishing vessels operate with a license and authorization from their flag state, which allows them to fish in the fishing grounds and periods in which they fish, to catch the authorized species and use purse seine fishing gear.

APR certified vessels meet the following requirements to carry out the control of the fishing activity:

VESSEL MONITORING SYSTEM (VMS)

The APR certified vessel has a geographic location system.

The APR certified vessel has a Global Positioning System approved and controlled by the authorities of the flag state.

This system is also equipped with an aboard system for automatic transmission of the vessel’s geographic position, since it must transmit its position as often as established by the rules of the fishing ground where it operates and at least every two hours.

FISHING LOG

That records all the information of the fishing activity.

The fishing log records all the information about the fishing activity, including the catches made. This log can be electronic (ERS), capable of recording and transmitting by satellite, or in paper format.

The activity recorded in the logbook is transmitted by satellite to the control centre at least once a day, even if there has been no fishing activity or no catches. When the log is in paper format, the captain must hand it over to the state of his flag at the end of the trip.

CONTROL CENTER

Operational at all times (24 hours a day, 365 days a year).

The control centre must:

  • Be operational at all times (24 hours a day, 365 days a year).
  • Receive, process, and analyse all the information that has been obtained.
  • Be able to automatically transmit the received information through secure protocols.
  • Have the ability and competence to take action against possible infractions.
  • Confirm the satellite control about the positioning of the vessel and its fishing activity.

TEMPORARY FISHING PERMIT

Temporary Fishing Permit (PTP by its Spanish acronym) or fishing authorisation.

The vessel must have a PTP to be able to carry out fishing activities in the waters of a third country:

  • When there is a fishing agreement between the EU and a third country.
  • When there is no fishing agreement between the EU and a third country, but the representatives of a vessel have obtained a private license that allows them to fish in their waters.

Non-EU vessels must obtain a fishing authorisation with information about the identification of the vessel, the fishing zone, the species, and the fishing gear, with an obligation to follow the rules of the state’s international agreements.

CATCH CERTIFICATE

The submission of a catch certificate is required.

For the importation into the European Union of catches made by vessels with the flag of a third country, the submission of a certificate of catches issued by the appropriate authorities is required, in compliance with current legislation on the prevention of illegal fishing.

The catch certificate must include the identification of the vessel, the species, the quantities, the fishing areas, operator data, transport data and valid signature of the third county’s appropriate authorities.
